| 以重庆市为例,构建国家储备林建设用地空间测算模型,通过评估确定适宜开展国家储备林建设的林地地块和面积。结果显示,重庆市发展国家储备林建设的适宜地块约为135 万hm2,占全市土地总面积的16.39%,总体呈现以乔木林地为主体且大部分为集体商品林地的分布特征。 提出
科学修编总体规划,明确发展方向, 加强统筹协调,优化建设环境,培育多元主体和龙头企业,有序发展,加强科学研究,完善测算模型等建议。 |

| The spatial calculation model for national reserve forest construction land was constructed
based on the case study of Chongqing. Suitable forest land plots and areas for national reserve forest construction
were determined through evaluation. The results showed that the suitable land area for national
reserve forest construction in Chongqing was approximately 1.35 million hm2, accounting for 16.39% of
the city′s total land area, and the distribution was characterized by a dominance of arbor forest land, with
most being collective commercial forest land. Recommendations including scientifically revising the overall
plan, clarifying development directions, strengthening coordination, optimizing the construction environment,
cultivating diverse entities and leading enterprises, promoting orderly development, enhancing
scientific research, and improving the calculation model were put forward. |
