| 云南省林下经济产业政策演进可分为缺位、起步、发展、完善4个阶段。对云南省林下经济产业政策体系进行评估,总结其发展经验,包括林地资源数据完善与利用,坚持生态优先底线,“三权分置”激活潜力,典型样板引领发展等,但也存在地方政策创新力度不足,多头管理合力欠缺,保护与利用矛盾突出等问题。提出切实可行的对策建议,重点在于统一标准、协同政策体系、扩大政策影响力及构建长效监测框架,强化可持续发展制度保障。 |

| The evolution of understory economy industry policies in Yunnan Province can be divided into four stages: absence, initiation, development, and refinement. This paper evaluated the policy system for Yunnan′s understory economy industry, summarizing its development experiences. These included the improvement and utilization of forest land resource data, adherence to the principle of ecological priority, activating potential through the “separation of three rights” (ownership, contracting right, and management right), and promoting development through exemplary models. However, issues such as insufficient
innovation in local policies, lack of coordinated multi-agency management, and the perceived conflict between conservation and utilization persisted. Consequently, practical countermeasures and suggestions are proposed, focusing on unifying standards, coordinating the policy system, expanding policy influence,
and establishing a long-term monitoring framework to strengthen institutional safeguards for sustainable
development. |
