| 为应对国有林场深化改革中结构性矛盾与发展瓶颈,立足云南区域特色,系统剖析其森林资源经营管理现状、挑战与机遇,提出“生态、经济、技术、管理”四维一体的综合策略体系。在生态维度,构建“天空地”一体化智能监测网络并实施差异化生态修复工程;在资源维度,推行针阔混交林改造和龄组结构优化;在经济维度,创新培育生态旅游、森林康养产业及“林场+企业+农户”协同的林下经济模式;在技术与管理维度,深化“3S”技术、物联网应用及产学研合作,推进智慧林场建设与事企分离改革,旨在实现森林资源可持续经营,全面提升其生态屏障功能、经济价值与社会效益。 |

| To address the structural contradictions and development bottlenecks in the deepening reform of state-owned forest farms, this study systematically analyzed the current status, challenges, and opportunities of forest resource management based on the regional characteristics of Yunnan. A comprehensive strategy system integrating four dimensions (ecology-economy-technology-management) was proposed. In the ecological dimension, an intelligent space-air-ground integrated monitoring network was constructed, coupled with the implementation of differentiated ecological restoration projects. In the resource dimension, measures included promoting the transformation of coniferous and broad-leaved mixed forests and optimizing age structure. In the economic dimension, innovative development of ecotourism, forest
therapy industries, and a collaborative under-forest economy model involving “forest farms + enterprises + farmers” was pursued. In the technology and management dimension, efforts focused on deepening the application of “3S” technology, the Internet of Things, and industry-university-research cooperation, alongside advancing the construction of intelligent forest farms and implementing the separation of operational enterprises from administrative functions. This study aims to achieve sustainable forest resource management and comprehensively enhance the ecological barrier function, economic value, and social benefits. |
