| 放生外来野生动物引发的人身损害、财产损失以及生态环境的破坏日渐显现,而政府的监管工作却未能发挥应有的规制效果。原因主要是缺乏前置放生技术标准和监管规则,传统监管模式难以满足实际需求及监管部门职责设定和监督机制不完善等。在监管实践层面,需要制定技术性、正向化和区域性的放生标准,综合利用遥感等新技术及大数据平台对关键地区进行布防,细化主管部门职责的同时,增强协管部门相关组织的配合协调。制度优化方面,应当设立放生监管考核标准,推进环保督察制度在放生监管中运用,完善、强化信息公开和公众参与制度。 |

| Personal injury, property loss and ecological environmental damage caused by the random release of exotic wild animals have become increasingly prominent, while governmental supervision has failed to achieve expected regulatory effects. The main reasons include the lack of pre-release technical standards and regulatory norms, the inadaptability of traditional supervision models to practical needs, as well as imperfect duty division and supervision mechanisms of regulatory authorities. In terms of supervision practice, it is necessary to formulate technical, positive and region-specific release standards, deploy prevention and control in key areas by integrating new technologies such as remote sensing and big data platforms, refine the functions of competent authorities, and strengthen coordination and cooperation
among collaborative management departments and relevant organizations. In terms of institutional optimization, it is essential to establish assessment criteria for release supervision, promote the application of environmental inspection systems in release regulation, and improve and strengthen the systems of information disclosure and public participation. |
