| 分析河南省“十四五”期间林地定额下达与使用情况、新增建设用地与使用林地定额关系以及林地定额管理面临的形势,总结优化审批流程、优先保障重点项目等管理经验,指出供需矛盾突出、管理边界模糊等核心问题,并对“十五五”期间林地定额管理提出制定适合本省的林地定额管理办法、严格审核审批建设项目使用林地、加强部门间沟通协作等建议,为今后林地管理工作提供一定的借鉴。 |

| This paper analyzed the allocation and utilization of forestland quotas, the correlation between new construction land and forestland quota consumption, and the current situation of forestland quota management in Henan Province during the 14th Five-Year Plan period. By summarizing practical management experiences including optimizing approval procedures and giving priority to the guarantee of key projects, this paper pointed out core problems such as prominent supply-demand contradiction and ambiguous management boundaries. Targeted at the 15th Five-Year Plan period, relevant suggestions are put forward, including formulating provincial tailored forestland quota management measures, strictly examining and approving forestland occupation for construction projects, and strengthening inter-departmental communication and collaboration. The research can provide reference for forestland management in the future. |
